The Maharashtra government has announced a significant initiative to develop the bamboo sector with an investment of ₹4,000 crore over the next seven years. This ambitious project, supported by the Asian Development Bank (ADB), aims to boost bamboo cultivation and establish a robust, bamboo-based industry in the state.

Here is a breakdown of how the government plans to spend this amount:

1. Promoting Bamboo Cultivation and Farmer Support

  • Expansion of Plantation: The government’s plan includes a large-scale bamboo plantation drive on private and non-forest lands, including wastelands and along irrigation canals. This is being done under schemes like the “Atal Bamboo Samruddhi Yojana,” which provides subsidies to farmers.
  • Financial Incentives: Farmers are offered a subsidy for planting and maintaining bamboo, with a portion of the total cost per plant covered over three years. This financial assistance is designed to make bamboo farming a more attractive and viable option for farmers, especially in drought-prone areas.
  • Assured Buyback: To address the long-standing problem of a lack of a stable market for bamboo, the government and industries are establishing buyback arrangements. This guarantees that farmers will have a reliable market for their produce, providing them with financial stability.

2. Developing Bamboo-based Industries

  • Value Addition: A key focus of the project is to encourage farmers and industries to process raw bamboo into higher-value products like torrefied and pellet forms. This is seen as a way to maximise the economic returns from bamboo.
  • Ethanol and Energy Production: The plan is particularly focused on utilising bamboo for green energy production, including ethanol and methanol, in line with the state’s biomass policy. This will create a new economy in Maharashtra.
  • Infrastructure and Processing Units: The project will support the establishment of primary processing units, treatment and seasoning plants, and other market infrastructure near bamboo production clusters. This will help create a robust value chain, reducing transportation costs and providing opportunities for small and medium-sized enterprises (MSMEs).

3. Research, Skill Development, and Other Support

  • Research and Development: The government plans to invest in research to develop new and improved bamboo varieties suitable for different regions of the state.
  • Skill Development: The project will include programs for training farmers, artisans, and other workers to enhance their skills in bamboo cultivation and product manufacturing. The state has a “Bamboo Research & Training Centre” to facilitate this.
  • Market Linkages: Efforts are being made to strengthen the marketing of bamboo products, including handicrafts. The government is coordinating with various stakeholders to ensure the holistic development of the sector.

4. Funding and Implementation

The project is being implemented over a period of seven years with financial support from the Asian Development Bank (ADB). The Maharashtra Institute of Transformation (MITRA), led by Praveen Pardeshi, and the Chief Minister’s Task Force on Environment and Sustainability, led by Pasha Patel, are spearheading the initiative. Memorandums of Understanding (MoUs) are being signed with farmers and Farmer Producer Organisations (FPOs) to ensure the smooth implementation of the plan.
